July 2020 Edition of the Capitol Report Newsletter

In the July edition of HCA’s Capitol Report newsletter for the New York State Legislature and state officials, we report on the recent July legislative session, including some actions to mitigate prior-instituted limits on home care eligibility and access.

HCA is urging the Legislature to further revisit these and other faulty Medicaid Redesign Team (MRT) changes instituted in the state budget earlier this year.

Indeed, more work needs to be done at a time when the public increasingly looks to home care as a safe and preferred option for long term care — especially in the context of a global pandemic where home care is naturally suited to provide supports in distanced community settings.

We also report on the discrepancy between state regulations and newly expanded federal permissions for non-physician practitioners to order home health services, putting New York home care providers in limbo.
