Changes to Private Duty Nursing Fees and Current Prior Approvals

Effective October 1, 2020, the responsibility of setting private duty nursing (PDN) fees will transition from the counties to the Commissioner of Health.

The current fees set by the county will transition to regional PDN fees as of this date. New York State will be divided into Upstate and Downstate regions. The regional fee will be based on the location of the county.  

Downstate includes: New York City, Long Island, Westchester, Orange, Putnam, Rockland, Sullivan, Dutchess and Ulster; upstate is the rest of the state.  

The updated proposed PDN fee schedule, effective October 1, 2020, is posted in the Private Duty Nursing Manual section under the Provider Manual tab at eMedNY.org. Approval is anticipated shortly from the Division of Budget.  

For prior approvals that will receive fee increases:  

  • The current PDN Prior Approval (PA) number will be end-dated September 30, 2020.
  • A new PA number will be issued by the PDN PA unit with an effective date of October 1, 2020 to the end date of the current PA.
  • An updated roster will be sent to the servicing provider listed on the PA.
  • A new approval letter will be sent documenting the new hourly fee.
