DOH Posts 2020 CHHA Pediatric Rates

Includes new minimum wage adjustments

Situation Report | August 10, 2020

The state Department of Health (DOH) recently issued the non-hospital based Certified Home Health Agency (CHHA) pediatric Medicaid reimbursement rates. The rates are effective January 1, 2020 through April 1, 2020 for the initial 2020 rates and April 2, 2020 through December 31, 2020 to include the reduction in Worker Recruitment and Retention (WR&R). That reduction was enacted in the state budget.

The all-inclusive rates include funds for WR&R, Recruitment Training and Retention (RT&R), Wage Parity and minimum wage. Details on these adjustments can be found in Attachment A of the Dear Administrator Letter (DAL) available here.

These CHHA pediatric rates are for patients under 18 years of age, and for patients served by a pilot program which provides services to a special-needs population of medically complex and fragile children, adolescents and young disabled adults. All other CHHA Medicaid services are reimbursed on the basis of 60-day episodes of care.

The Department will allow rate appeals to be filed within 30 days from the DAL date (see Attachment B). The payment for the January 1, 2020 initial rates will be made in Medicaid Cycle 2243, check release date September 2, 2020.

Questions about the rates can be sent to CHHA-Rates@health.ny.gov and Russ Smith will respond to your inquiry.
