HCA Memo on FY 2021 Hospice Payment Rule Proposal

As noted in last week’s edition of HCA’s Situation Report, the U.S. Centers for Medicare and Medicaid Services (CMS) has issued its proposed fiscal year 2021 rule for hospice.

In the proposed rule, CMS is planning an update to the wage index, a 2.6 percent payment update, a change in the payment cap amount, and revisions to the hospice election statement, along with a model election statement and sample addendum.

HCA has completed a public policy memo with further details, including the newly proposed payment rates, payment rate calculation tables, the proposed wage index changes (with an appendix on New York-specific delineation changes), and elimination of the service intensity add-on budget neutrality factor, among other elements of the proposed rule.
