NYC Alert on Medicaid Coverage, Eligibility, and Continuity ‘Easements’ in the Pandemic for Your Patients

Situation Report | March 1, 2021

The New York City Human Resources Administration (HRA) has issued an alert to inform organizations assisting consumers in applying and recertifying Medicaid regarding the “easements” implemented by New York State because of the COVID-19 emergency.

We encourage you to share this information with your social work, intake or other staff who help patients navigate coverage issues.

Under these measures:

  • Clients may attest to all elements of eligibility except Immigration Status and Identity, if immigration document does not also prove identity.
  • No Medicaid cases will be closed for failure to renew or failure to provide documentation. Any case that is closed for failure to renew or failure to provide documentation will be re-opened and coverage restored to ensure no gap in coverage. Renewals will be extended for 12 months. Excess resources cases will be extended for six months.
  • Clients who meet their surplus during the COVID-19 emergency will have their coverage extended for six months. Coverage will be extended for an additional six months if necessary to ensure no case loses coverage if it would otherwise end during the COVID-19 emergency.
