1115 Waiver Update

On September 28, 2022, the state Department of Health (DOH) hosted the annual public forum for the 1115 Medicaid Redesign Team Waiver. The recording, transcript, and presentation slides are now available here

During the public comment period for the New York Health Equity Reform (NYHER): Making Targeted, Evidence-Based Investments to Address the Health Disparities Exacerbated by the COVID-19 Pandemic Amendment request, DOH received a wide range of comments. DOH has created a Frequently Asked Questions (FAQ) document to address questions raised in the public comments, which is now available here.

The FAQs address Health Equity Regional Organizations/Social Determinant of Health Networks; Advanced Value Based Payment Arrangements; Housing; Workforce; and Telehealth. 

HCA has previously submitted comments that emphasized the breadth of complex, interdisciplinary, comprehensive services that home care has expertise in delivering to patients, along with the industry’s long-standing commitment to addressing health care access and quality, and disparities specifically. The latter has been exemplified most recently through HCA’s work on a grant the association was awarded earlier this year from the Mother Cabrini Health Foundation. 

This grant, “Addressing Health Disparities Through Home Care,” seeks to identify and address health disparities in populations receiving health care in homes and community-based services (HCBS) statewide.  

The project includes many components, including an initial assessment of areas of disparity across communities of New York State with resulting recommendations for intervention, and the education and training of homecare staff to support the development and strengthening of cultural competencies. This training is focused on addressing societal issues that will engage employees by helping them understand, recognize, and advocate for a diverse, equitable, and inclusive culture.
