HCA’s policy team is a singular resource for all payment, rate and reimbursement matters affecting New York’s home care, hospice and Managed Long Term Care organizations. Our team will provide an update on the impact of the Governor’s proposed 2024‐25 Executive Budget, federal developments related to PDGM, as well as our advocacy efforts in Albany and Washington. We’ll also highlight our annual industry financial condition report, as well as discuss other state and federal legislative and regulatory activities.

Medicare HHVBP Data to Drive Success

Calendar Year (CY) 2023 was the first performance year for the Home Health Value Based Program (HHVBP) National Expansion. Already, the U.S. Centers for Medicare and Medicaid Services (CMS) is changing the measures for the third year of the expanded model. How are Certified Home Health Agencies (CHHAs) in New York performing this year against SHP national benchmarks? This presentation will review the measures used in the first two years of HHVBP along with insights on the finalized new measures. Mr. Attaya will share insights on how agencies are performing in CY 2023 and how agencies should be managing outcomes to be successful.

Objectives of the session include: understanding the data components and measures of HHVBP; reviewing SHP data and the changes finalized in the CY 2024 rule; and developing a strategy for success.

Providers and Plans’ Compliance with OMIG’s Updated Medicaid Self-Disclosure Program

Medicaid Entities/Providers and Plans who received and identified Medicaid overpayments are required to report, return and explain those overpayments to the New York State Office of the Medicaid Inspector General (OMIG). In January, the OMIG posted updates to its Self-Disclosure Frequently Asked Questions and Guidance document. This presentation will provide an overview of the latest updates to the Self-Disclosure Program as they affect home care providers and managed care plans, and outline steps plans and providers and plans should take to be fully compliant.
