DOH Updates CHHA, Personal Care and CDPAP Rates Retrospective to October 1, 2022 for Minimum Wage Increase

The state Department of Health (DOH) has released Dear Administrator Letters (DALs) announcing Medicaid rate increases retrospective to October 1, 2022, for Personal Care and/or Consumer Directed Personal Assistance Program (CDPAP) providers as well as for the Certified Home Health Agencies (CHHAs) Episodic Payment System (PPS) and CHHA Pediatric or fee-for-service (FFS) rates. 

The State Fiscal Year (SFY) 2022-23 Enacted Budget provided for a Minimum Wage increase for home care aides of $2 plus an adjustment for corresponding fringe benefits.

The CHHA EPS rate increase was applied retrospectively to the October 1, 2022 Medicaid rates by the following state Minimum Wage regions: 

  • Downstate (Nassau, Suffolk and Westchester) CHHA Episodic – 5.25% increase. 
  • NYC CHHA Episodic – 5.61% increase. 
  • Rest of State CHHA Episodic – 3.56% increase. 

The Medicaid payment for the October 1, 2022, rates to effectuate the Minimum Wage increase for all providers will be made in Cycle 2356 with a Check Date of October 24, 2022, and a Check Release Date of November 9, 2022.
