EVV Program Guidelines, Requirements Include Attestation

The state Department of Health (DOH) has posted “EVV Program Guidelines and Requirements,” defining the roles, responsibilities, decision-making authority, and the process for Electronic Visit Verification (EVV) implementation and maintenance in New York State. 

It includes an attestation that providers and Fiscal Intermediaries (FIs) must submit to DOH by January 1. Agencies are advised to carefully review what they are agreeing to in the attestation. The attestation form will be posted on eMedNY’s website in early November. 

Some additional areas covered are: compliant technologies; data submission and retention; manual/paper timesheet entries; training requirements; state aggregator background; and more. 

One important clarification: providers must still comply with the Office of the Medicaid Inspector General (OMIG) verification organization requirement in addition to EVV. 

DOH also sent providers a document called “NYS EVV Medicaid Program Overview and Next Steps,” summarizing the EVV requirements and expectations for home care agencies and FIs.
