Governor Hochul Signs Legislation to Address the Nursing Shortage

On May 15, Governor Hochul signed legislation that will strengthen the healthcare workforce. A3076-A/S447-C permits students in nursing school to complete up to one-third of their required clinical training in nursing certificate and degree education programs through simulation experiences.  

High-tech, high-quality simulation learning experiences will represent actual or potential situations in practice and provide students with opportunities to analyze and respond to situations. Simulation training is overseen by the New York State Education Department. This law will allow programs to offer more options for clinical education and students will have more flexibility to earn their clinical experience hours.  

The nursing shortage that New York is currently facing is in dire need of solutions. This law aims to make nursing education more accessible, by expediting training. More nurses can be trained and will be ready to work in areas of high need across the state.  

Permitting simulated training will strengthen the healthcare workforce by enabling schools to expand their capacity and train the many individuals that want to join the nursing workforce. This law aims to improve and ensure quality care delivered to New Yorkers.
