The New York State Department of Health (NYS DOH) has engaged with the home care sector via state home care associations to enhance NYS emergency preparedness awareness, education, and training.  

Under this grant, HCA Education and Research (E&R) will carry out specific activities that will enhance the integration of home care into regional emergency preparedness and increase home care and hospice providers’ collaboration, cooperation, and communication efforts in emergency preparedness.

Budget Period 5 Deliverables

  • Further Connect with Health Emergency Preparedness Coalitions (HEPCs) – engage in further HEPC regional and sub‐regional meetings, activities and initiatives, and in enhancing emergency preparedness and integration of home care agencies into regional emergency preparedness 
  • Provide information to providers that is disseminated at HEPC meetings, developed by state Department of Health, local health departments and U.S. Centers for Disease Control and Prevention 
  • Participate in Interoperable Communication (IOC) drills/exercises, publicize them and encourage providers to take part in such drills 
  • Continue outreach to Local Health Departments and County Offices of Emergency Management Continue outreach to local health departments and emergency management officials to inform them of home care’s operations and emergency preparedness activities, learn about county preparedness work and to discuss ways for further collaboration 
  • Address regulatory barriers by working with state and federal governments to address regulatory barriers to the provision of home care services during emergencies and  advocate for regulatory relief 
  • Participate in preparedness workshops – attend preparedness workshops for non-acute health care providers that cover a variety of timely topics, including weather-related hazards;  regional communication capacity; COVID-19; and more 
  • Participate in monthly Mmetings with OHEP and OPCHSM – participate in monthly meetings with Office of Health Emergency Preparedness (OHEP) and DOH Office of Primary Care and Health Systems Management (OPCHSM) to discuss emergency preparedness activities and home care and hospice issues 
  • Conduct education and/or outreach on timely preparedness activities. Continue to promote agency participation in meetings, trainings, and exercises held by HEPCs, community partners and others.
