All Voices Needed for Home Care in Budget 
As the Joint Legislative Budget hearings continue into this week and next on to the non-health areas of the Executive’s 2024-25 State Budget proposal, HCA has moved full swing into meetings with legislative health and budget leaders on priority needs for the field. 

The 2024 Nurse Corps Loan Repayment Application Cycle Is Now Open 
The Nurse Corps Loan Repayment Program (LRP), administered by the Health Resources and Services Administration (HRSA), pays up to 85% of unpaid nursing education debt for qualifying registered nurses (RNs); advanced practice registered nurses (APRNs); and nurse faculty (NF). 

New OSHA Reporting Requirements 
HCA has confirmed with OSHA that home health and non-inpatient hospice services are not included in a list of high hazard industries and are not required to electronically submit information from Form 300 and Form 301. However, in-patient hospices are considered a high hazard industry and thus those with 100 or more employees must electronically submit information from their Form 300 and Form 301 to OSHA once a year.

CMS Releases Proposed Payment Updates for 2025 Medicare Advantage and Part D Programs 
The CY 2025 Advance Notice includes the continued phase-in of the updated MA risk adjustment model and updates to the calculation of growth rates related to medical education costs, and other technical revisions. 

Antiviral Treatment Update 
Providers should advise patients about access to patient assistance programs to minimize out-of-pocket costs and delays in treatment.

Agencies that have not registered must contact DOH at This email address is being protected from spambots. You need JavaScript enabled to view it. to inquire as to how to pay the penalty fee. Once the fee is paid, access to the Healthcare Financial Data Gateway for the LHCSA Statistical Report will be granted to the agency, and it must immediately complete and submit the LHCSA Statistical Report to avoid incurring further penalty fees. 

Older Adults Encouraged to Get RSV, COVID-19 and Flu Vaccines 
Individuals who are eligible can receive flu and the updated COVID-19 shot together, and adults 60 years and older, in consultation with their health care provider, can also receive the RSV vaccine, but should discuss getting all three at the same time with their health care provider.

Now Available! New Resources on Infection Control for Home Health Care Providers 
A 2022 Community Health Accreditation Partner report revealed that improper hand hygiene and protocols related bags used to carry medical equipment or supplies into patients’ homes were among the Top 10 Home Health Deficiencies. 

NYS Health Foundation Announces Request for Proposals 
Funding will support an organization’s efforts to replicate and expand successful project models, broaden the scope of its work at a local, regional, or statewide level; deepen knowledge in the health field; improve health care practices; and/or address a timely health-related issue affecting a significant number of individuals living in New York State.  

Request for Proposals: Surveillance and Investigation Activities for Adult Care Facilities, Licensed Home Care Services Agencies, Nursing Homes, and Intermediate Care Facilities for Individuals with Intellectual Disabilities 
The Department, under contract with the Centers for Medicare and Medicaid Services (CMS), is responsible for oversight of compliance with the state and federal Medicare and Medicaid health and safety standards for long term care providers. 

Invitation to Submit Proposals to Present at HCA Conferences and Events  
HCA E&R welcomes proposals from engaging presenters with expertise on topics that impact Medicare-certified, Medicaid-certified, and private duty home care providers, hospice providers and Managed Long Term Care plans.
