Major State Budget Developments Expected Imminently
Today begins a significant week in the evolution of the State Budget. We anticipate both the Senate and Assembly to issue their one-house budget proposals later today or tomorrow, their formal response to Governor Hochul’s Executive Budget released in January.
HCA Meets with DOH
On March 7, 2024, HCA met with the state Department of Health (DOH) Office of Aging and Long Term Care to discuss crucial issues affecting home care, hospice, and other long term care providers.
DOH Issues Health Advisory on Return to Normal Activities
The CDC guidance and DOH Health Advisory state that these new guidelines do not apply to “healthcare settings” and HCA has confirmed with DOH that home care and hospice at home are considered a health care setting.

CMS Announces Hospice Carve-In Demonstration Will Be Terminated at End of 2024
Last week, the Center for Medicare and Medicaid Innovation (CMMI) announced its plans to end the Value-Based Insurance Design (VBID) Medicare Advantage hospice “carve-in” demonstration December 31, 2024. CMMI will no longer accept applications to the previously released CY 2025 Request for Applications (RFA) for the hospice component of the Model.
NSG Issues Notice on NPPES Data Element Changes
The U.S. Centers for Medicare and Medicaid Services (CMS) National Standards Group (NSG), on behalf of the U.S. Department of Health and Human Services (HHS), has issued a notice in the Federal Register clarifying changes to the data elements providers must submit to the National Plan and Provider Enumeration System (NPPES) to obtain and maintain a National Provider Identifier (NPI).
